Article VI – Duties, Powers and Responsibilities
A. President
- Shall call Executive Board and SGA meetings on a regular basis; or, at the request of the Vice President; or, upon petition of three Senators; or at the discretion of the President.
- Will actively preside over the Senate or will appoint the Executive Vice President to perform the duty.
- Will direct requests, from organizations or individuals, to a specific committee or committees of the association dealing with those specific requests. The appointed committee will investigate and evaluate the request, however the President has the power to veto any request at his or her discretion if it directly conflicts with this constitution, its by-laws or other SGA functions.
- Will enforce and carry out the decisions reached by the Senate, unless he or she chooses to exercise the right to veto.
- When presiding over the Senate, will only vote in the case of a Senate tie.
- May remove any Student Government Association Senate member with three-fourths approval of the Senate, if he or she can produce sufficient reason or cause as described in Article IX, Section E.
- May utilize an Executive phone vote followed by an individually signed approval letter when acting on behalf of the SGA. Consent must be taken directly from each Executive with no exceptions when acting without the consent of the Senate. The President must receive approval from the Executive Board by unanimous vote before initiating such action.
- In the event the President resigns or is impeached, the Executive Vice President will fill the President’s position. Following such appointment, the new President will appoint a qualified SGA Senate Member to the position of Executive Vice President with majority approval of the Senate.
- In the event of vacancies of any Vice President, the President shall appoint a qualified SGA Senate Member to the vacant position with a majority vote of the SGA Senate.
- Shall be an active participating chairperson of the Executive Board.
- Will be responsible for attending each Student Government Association and Executive Board meetings, described in Article II, Section 5 of the SGA by-laws.
- Will appoint the SGA Senate members to committees and sub-committees.
- Shall be responsible for fulfilling the duties of the President as described in Article X, Section A.
B. Executive Vice President/Chairman IOC
- Shall exercise the right to vote for all voting reasons.
- Will serve as President of the SGA in the absence of the President, resignation of the President, or impeachment of the President.
- Will serve as the chief justice during an impeachment of the President. The three (3) Vice Presidents may call for an impeachment trial on the grounds of negligence or the deliberate failure to perform presidential duties as described in this Constitution.
- In the event of an impeachment, the Executive Vice President must call a special meeting of the SGA and must levy the charges against the President in both written and verbal form. The adversarial process will be used to establish the facts. The Executive Vice President, the Vice President of Public Relations and Promotions and the Vice President of Financial Affairs and the Senate must impeach the President by a four-fifth majority vote. If the SGA cannot successfully impeach the President within five (5) days or one week of the first impeachment trial meeting, the charges shall be dropped and the President will complete the term.
- Will call special meetings when the Association desires to override a presidential veto. The Vice President of Public Relations and Promotions and the Vice President of Financial Affairs, along with all of the Senators may override a Presidential veto with two-thirds of the majority vote.
- Shall actively preside over the IOC Committee.
- Shall be an active member of the Executive Board.
- Shall actively preside over the Student Rights Committee.
- Shall assist the President in carrying out policies and measures.
- Will be responsible for attending each SGA and Executive Board Meeting, as described in the by-laws.
- In the event the President resigns or is impeached, the Executive Vice President will fill the President’s position and will appoint a qualified SGA Senate member to the position of Executive Vice President with majority approval of the Senate.
- Shall be responsible for fulfilling the duties of the Executive Vice President as set forth in the by-laws.
C. Vice President of Public Relations and Promotions
- Shall exercise the right to vote for all voting reasons.
- Will deal with requests related to student activities or student sponsored events within fourteen (14) days of introduction of the request to the Vice President and will present alternatives, information or solutions to the President following the completion of research and shall reply to the requisitioner in writing with a copy to be kept on file.
- Shall oversee and coordinate all promotions, fundraising, and public relations for the Student Government Association, its committees and any organizations seeking assistance.
- Shall be an active member of the Executive Board.
- Shall act as President in the absence of the President and the Executive Board.
- Will be responsible for attending each SGA and Executive Board Meetings as outlined in the by-laws.
- Shall be responsible for the duties of the Vice President of Public Relations and Promotions as described in the by-laws.
D. Vice President of Financial Affairs
- Shall exercise the right to vote for all voting reasons.
- Shall act as Treasurer of the Association and give a Financial Report at each meeting.
- Shall oversee and monitor all fees allocated to the SGA through an annual student activity fee or by any other recognized means, via the SGA Advisor.
- Will deal with requests related to financial affairs within fourteen (14) days of the introduction of the request and will present alternatives, information and solutions to the President after completion of necessary research. He/she will respond in writing to requisitioner and keep a copy on file.
- Shall be an active member of the Executive Board.
- Shall be acting President in the absence of the President, Executive Vice President and the Vice President of Public Relations and Promotions.
- Will be responsible for attending each SGA and Executive Board Meetings, as outlined in the by-laws.
- Shall preside over the Financial Affairs Committee.
- Shall be responsible for duties of Vice President of Finance as described in the by-laws.
E. Executive Board
- Will be responsible for developing procedures and policies designed to facilitate day-to-day operations of SGA.
- Shall be concerned with personal and financial matters directly relating to the General Welfare of the SGA.
- Shall be staffed by the President, Executive Vice President, Vice President of Public Relations and Promotions, Vice President of Financial Affairs, Financial Agent or Advisor, or Advisor and Secretary Senator.
- Shall be called to session if the President rejects a group’s request as set forth herein.
- After the President rejects a group’s proposal, the group has five (5) days in which to request in writing that the President call an Executive Session. At this session, the President will forward the group’s request to the Student Trustee in his/her capacity as parliamentarian. The Student Trustee will evaluate the constitutionality of the request and of the President’s decision. The Executive Board will agree or disagree with the action of the President and will present the group with its decision within five (5) days of the formal request.
- The Executive Board will meet prior to the general SGA meeting and will set the agenda.
- Any Executive Board member may call an emergency Executive Board meeting with notice given to all members
F. Secretary/Senator
- There shall be one secretary/senator possessing the right to vote on all matters.
- Will be responsible for attendance at the following meetings:
- SGA;
- Executive Board;
- Appointed Committee; and
- Designated Sub-Committees for the Senate.
- Hold the power to investigate any issue relating to association affairs with the approval of the President and/or the appropriate Vice President.
- Will be responsible for all typing and note taking at the regularly scheduled SGA meetings and the Executive Board meetings.
- Will be responsible for all SGA correspondence such as mailings, memos, letters, agendas, invitations, financial statements, etc.
- Shall be a non-voting member of the Executive Board.
G. Senators
- There shall be six (6) senators, one (1) Secretary of the Senate and one (1) Student Trustee serving in the capacity of a Senator, each possessing the right to vote on all matters.
- Will be responsible for attending these meetings:
- SGA;
- Appointed Committee; and
- Designated Sub-Committee for the Senate.
- Hold the power to investigate any issue relating to association affairs, with the approval of the President and/or the appropriate Vice President.
H. Student Trustee/Senator
- There will be one (1) Student Trustee that will serve in the capacity as a Senator and shall possess the right to vote for all SGA matters.
- Shall be responsible for attending all regular SGA and Executive Board meetings.
- Hold the power to investigate any issue relating to association affairs with the approval of the President or the appropriate Vice President.
- Shall deal with the request or complaints related to student rights as described in the student codes of conduct within fourteen (14) days of the introduction of the request and will present alternatives, information or solutions to the President after completion of necessary research. The Senator will respond in writing to person making the complaint and keep a copy on file.
- Shall serve as the liaison between the Board of Trustees and the SGA.
- Shall serve as Parliamentarian for all Senate meetings.
I. Financial Advisor
The Vice President of Student Development or his/her designee will serve as the Fiscal Advisor and will maintain a liaison relationship between the SGA and the administration of SSC. The Fiscal Advisor shall also be a non-voting member of the Executive Board. J. Advisor
- Shall be a non-voting member of SGA.
- Shall advise and guide the SGA in all matters related to the Student Government.
- Shall serve as chief supervisor of the SGA.
- Shall be a non-voting member of the Executive Board.
